I think I understand the article to say the court can halt it at any time and that without really commanding it the recount is to be completed by the 19th.

Don’t think Pa and Wi have certified their electors.
I expect, in future, more states to write laws certifying electors on the first certified vote notwithstanding recounts and challenges.
If a recount or challenge changes the result of the election then a new slate of electors can be certified (given time).
