My wife volunteered to watch the vote count last Saturday on behalf of Darrell Issa. Last update, he was ahead by 2%.

Oxymoron...
No state or locality will admit not counting validly cast votes, absentee, mail-in, or otherwise. Is anyone who knows the details making such a claim anywhere?
Don’t forget the millions of absentee ballots that simply won’t be counted since the open voting wasn’t close enough. I think the real story is there.

Adding more popular votes doesnot increase the 55 electoral college votes for California.

NO, that is a myth... they ALWAYS count every ballot, no matter what... if a ballot is cast it is counted, period. That claim that they stop counting once they know the state has been won by a candidate is PURE absolute MYTH and not true...
There is a lengthy verification process in California. If everyone showed up to vote at the designated polling place where they are properly registered, the counting would be over quickly.
However, the state allows anyone to request an absentee ballot, you can even easily request permanent absentee status thus assuring you will always receive a mail-in ballot without needing to request one every time there is an election.
Absentee ballots are counted as long as they arrive at the elections office within three days after voting day. Some offices will even contact you if you forgot to sign the verification box on the ballot’s envelope.
You may also drop off your absentee ballot at any polling place on election day. This further complicates the process for later verification that you are a registered voter.
Then there are the provisional ballots to verify. If your name is not on the precinct roll of registered voters you may cast a provisional ballot. Some people prefer to vote near their work place, some vote at a location where they have voted before not realizing that their precinct polling place is at a different location, some people moved and are registered elsewhere, others thought they registered but do not appear on the rolls. They are all permitted to cast a ballot but it is a pretty pink provisional ballot and it goes into a separate ballot box for later confirmation of the voter’s eligibility.
All these absentee and provisional ballots require a process for verifying the voter’s eligibility and registration. The process is time consuming.
