My laptop screen is 1920 x 1080/18”.
But anyone on a phone...*whew*.

I use the width= tag, myself.
Never heard of a % tag.

It's the width tag with % included. Like this width="40%". (or whatever percentage will look best on the screen.)
That way you're setting your graphic for a percentage of the screen instead of a set number of pixels.
