The rest of the FBI are craven cowards who value their pensions and their positions over the people. Why would you expect them to be any different than about 90% of their fellow government workers? (Individual state and local entities may vary, probably not for the better.)

That picture begs for someone to do an excellent Photoshop to add whiskers and morph him into a weasel.I don't usually comment on people's looks, but this time is an exception.
Comey is usually not a bad-looking man. But I've noticed that when he speaks to Republican congressmen, he often contorts his face into an odd, twisted, snarly expression that could fairly be described as rodent-like.
So I laughed today when he said "I am not a weasel." He looked quite the weasel.
