Law and Order does have a racial tone to it . . . to liberals.
They think that persons of color are mostly potential criminals and that any crackdown on criminals is a crackdown on persons of color.
Trump doesn’t care. Criminals are criminals. If a higher % of them happen to be black, too bad.
