I agree; that is a goal. Besides politicizing the police (moreso than they already are - a key Dem constituency here in NJ as gubmint workers), it also allows the federal government to ensure that no whites or Asians are hired and/or promoted (as they try to do with many other federal jobs). It would just be another workfare program loaded with ineffective, unqualified preferred minorities.
Barkley is right.
In the wild wild west, hooligans would get into a fight, shoot a bystander or two without even an apology.
One thing that could help in Chicago is stop and frisk. No carry, no problem.
