I live here and I see them and other “Law Enforcement” agencies targeting suspicious vehicles and their occupants virtually every day.
I’ve seen a half dozen undercover agents in perfectly normal looking vehicles descend on vehicles and there occupants all around the city. The highways leading in, as well as downtown. They seem to come out of nowhere.
I will say that at least 90% of their targets are Black or Arab.
I have the impression that the Black guys they stop are just drug runners.
That impression may be changing.

I don’t have a problem with that. The DC bureaucrats cross the line when they ooze out of DC like snakes and harass ordinary Americans, ie, the IRS harassing the Tea Party, barring vets from the WWII memorial. You get my drift.
So you’re saying when they are protecting politicians, the police can profile away, but when they are only protecting us peons, they have to tie one hand behind their back for the sake of “fairness”?

There are different rules of engagement for different, “law enforcement agencies”.
I would venture a guess that there are well over a dozen different Law Enforcement Organizations in and around Washington DC as well as a number of “Private Security Firms” that operate on the threat assessments provided to them by a number of US Intelligence Agencies.
The Public face of Law Enforcement is that “We Don’t Profile”.
The reality is that if you are an Arab male driving a box truck up 395 you will be stopped before you reach the city. I’ve seen this many many times.
