That adds weight to my strong suspicion that they knew, expected and wanted Amb. Stevens to die otherwise they would have been hellbent on rescuing him.
It's just so strange that the "video" excuse was being set up to use so many hours before the attack in Benghazi occurred.

to send a rescue from Spain and nothing happened. Being second
only to the POTUS, when the SecDef gives a command people
move or people are demoted or court martialed. Whose heads
rolled for ignoring Panetta’s order? It’s BS, 0bungwad never
approved a CBA and Panetta is covering the coward.

As soon as you hear any chat about “getting permission from the Libyan govt,” then
YOU KNOW THAT OBAMA DID NOT GRANT CBA.
It’s really as simple as that.
Instead, he hid, in order to not be put on the spot to either give or deny explicit CBA.
“Permission from the Libyan govt” is the big tell, the dead give-away.
If the POTUS is motivated and he says, “Here’s my cross-border authority! Tell them to kick the tires and light the fires! The next report I want to hear is jets are over Benghazi!”
THEN and ONLY THEN, it happens.
“We were trying to get permission from the Libs” means no CBA was granted, and they were still stalling and flailing around.
Imagine Eisenhower kidnapped by a Gestapo team in May 1944, and FDR just goes to bed, not knowing if he’s a POW or a KIA or what.
That’s what Obama did.
Still not clear when the order to ‘do all’ was given, and how does Panetta get to the 5pm meeting and it has to be made clear to ‘do everything possible’.
Had Panetta got an initial order and didn’t understand so it had to be explained again at the meeting? Let him get on another Sunday Morning talk show and not get questioned...again...(can’t remember what show but they had him right there to ask.)
Even if they had to wait for permission, is there an effort or as I read through I was reading excuse after excuse why different entities weren’t deploy-able.
One could certainly make that conclusion.
What facts are there?
“Do everything you can” but WITHOUT EXPLICIT CBA still means Panetta at DOD and Hillary at DOS have to get the cross-border permission from the Lib govt.
ONLY THE POTUS CAN GRANT CBA, and direct the military to move NOW, waiting for NOBODY, with external permission from NOBODY.
The fact that Panetta at DOD or Hillary at DOS are still discussing getting permission from the Lib govt after 1900 hours means NO CBA WAS GIVEN.
This is much simpler than folks realize.
And the worst aspect of all is that Obama hid, without granting CBA, while an ambassador (= to a 4 star general in rank) who was up to his eyeballs in ultra-covert int’l arms smuggling ops was MIA, and very possibly captured alive and in the hands of Ansar-Al Saharia, AKA AQ in Libya.
“Four dead Americans” is bad, but that happens every time a helo crashes or a Afghan “ally” frags us.
Amb. Stephens possibly captured by AQ was HUGE HUGE HUGE. In crass chess terms he was a Queen, far more than 4 pawns.
And Obama punted, and hid, without granting CBA, which was the only way to effect a rapid rescue attempt.
Absolutely right! What is even more ridiculous about that phoney baloney excuse is that Libyan President Magariaf would not have hesitated an instant to give permission if anyone had actually asked him.

That makes it pretty clear that Magariaf would not have been any obstacle to a rescue force. He was outraged that 0bama/Hillary/et al called it anything other than a terrorist act.
But as you say, 0bama didn't need permission to act in defense of an ambassador.
We will never hear about this or CBA in the news because they are all enemies of the people of the United States.
Yep, dawned on me I was thinking too hard about this, and the order was never given, that’s why we never get clear reference of it and the actions that would have proceeded such an order.
0bama was notified immediately and automatically when the Benghazi consulate triggered the "Imminent Danger Notification System" alert. He did nothing.

Denial of requests for security were a dereliction of duty.
The lies and misdirection about the "video" after the attack were fraud and malfeasance under the color of authority.
The inaction during the attack was something more than that.
The failure to act during the attack is the direct equivalent of desertion IMO.
ONE man had the authority to act that night.
ONE man deserted his post!
