The city, known for a political tradition of empathy for the downtrodden... The author means sympathy, not empathy, and that sympathy is generally an inverse function of actual familiarity with the, er, "downtrodden." The only "downtrodden" in San Francisco are the taxpayers.

California already did, and this is the result. Crime has skyrocketed since the federal demanded release due to overcrowded prisons, and then Brown doubled d o an with more releases.
Everywhere in California crime is up.
Most people don't even report losses anymore.

My Thai - American SIL is definitely afraid to go into the City because of predatory, hostile, aggressive street people. They are not yet that aggressive in Daley City, yet.

The city, known for a political tradition of empathy for the downtrodden, is now divided over whether to respond with more muscular law enforcement or stick to its forgiving attitudes. San Francisco should stay with 'empathy for the downtrodden'. When Obama empties prisons the sociopathic killers can move to San Francisco en masse... where they'll be 'understood'... AND away from the rest of us.
