I recall him saying he is ripping up that deal on Day 1 of his presidency. But if you can source me his quote where he says, Well, a deal is a deal, and I promise to honor this one until I can negotiate a better one," then I will eat my words.

St. Louis County is still at 92 percent; Jackson is at 89. I think the state needs to pass a law that St. Louis and Jackson have to report their results before any other county so that they can’t miraculously adjust their totals to fit their needs. The same thing needs to be done in Philly and Chicago.
