The arrest record in 1990 was destroyed. Rumors are Rubio was with another guy late at night in a park.
It reminds me of a song back in 1990 called, "The Things That Make You Go Hmmmm....."

Not good, but not too serious.
There are many things that could hurt Rubio. This probably isn’t one of them.

IIRC, Dick Cheney was many moons ago busted for fishing without a license. He was less upset about the fine than that the fish he’d caught were confiscated. (From “Fly Fishing with Darth Vader” - there’s some really funny stuff in there.)
