I’d identify as African American male to get in the nice new housing, but statistically, my risk of being a crime victim would go way up. So I probably ought to keep identifying as a Cracker.

Such racist programs exist now on many college campuses - instead of helping or tutoring any student who needs help, some colleges run race- designated tutoring programs and even have race- designated facilities. (Jim Crow is very alive and well)

If they come from a failing cultural mindset common in a sub-community, segregating them like this is the worst thing you can do. They need to be dispersed and forced to mix with others, to pick up part of more successful cultural values.
