I don’t know how things work these days, but close to thirty years ago I knew some women on welfare. If you had at least one child under a certain age, you qualified for some benefit, for example a free apartment. So, if your youngest child is a year away from the deadline, you either get ready to start paying rent or you busy getting pregnant. I have, literally, heard women discuss getting pregnant to keep the benefits coming.
None of these programs existed when I was growing up. But I went to Catholic schools 1-12. There was no food program for us. We all managed to not starve to death. BECAUSE OUR PARENTS FED US!!!!
And, you answer your own question. Govt rewards those that are irresponsible, through pain of jail/destitution/death by stealing FROM the responsible...illegal, immoral and wholly unconstitutional.
The GOPe can’t even take a stab at any ONE of those reasons, for it would diminish the usurped power of govt and possibly begin taking down the house of cards (if they can’t to THAT, what else are they now getting away with?).
Low-info are much easier to rule over.

I got an easier answer to the problem, and the ‘food desert’ issue: Put their asses on the growing-field commune. You work, you get a piece of the results.
Plenty of OPEN space to use, container/vertical farming, etc. Costs are minimal (prep seeds).
Might even reduce crime. The manual labor so they could feed themselves would wear little thuggy out everyday. /s
The federales are constantly cooking up schemes to confiscate the earnings of taxpayers in order to hook more people on government dependence. We need a president who will veto these bills and drastically cut the size of the bureaucracy.
