The government is SO corrupt - I don't think there's a single aspect of it that isn't affected at this point. Rule of law? Depends on who you are. Justice? Not if it interferes with the power brokers and their agendas.

Not all Syrian rebels were ISIS. Initially most were legit. But after being encouraged to revolt and after seeing an American president draw a red line against Assad they were committed to seeing it through or suffering the punishment for failure. But it wasn’t long before the red line was crossed, and to their chagrin the US did nothing except retreat and draw another red line. At that point they had to reevaluate their coalition, and drop some inhibitions about who they would accept as allies in overthrowing the regime. After a while it becomes obvious we can’t be counted on at all... and they have to have help just to survive. So they have to turn to the willing even if they must hold their nose.
I can picture some US officials trying to sustain the right side for a while without or even against the administration’s support [just like some have tried to slow down Obama’s catch and release efforts at Gitmo], while Obama’s reds go on witch hunts to shut anti-Assad groups down... but in the end, they had to merge with the strong horse standing against Iran and Hezbollah or perish. Unfortunately the strong horse wasn’t the US.

As you observed, the fact is we totally botched the Syrian operation. There were three sides to the situation -- Assad's, ISIS and the non-ISIS opposition.
We sided with the latter -- in a situation where they really had no chance to prevail. Then, when it came to crunch, we didn't deliver. Strategiccally, we probably should've stayed out of it altogether.
