If we keep in mind the political situation at the time, O was getting flak for his weakness in foreign policy and the pre-election polls looked bad for him. I think the plan was to leave Stevens exposed for kidnapping, O could look tough on camera demanding his release, handing AQ arms under the table and securing Stevens release to look strong going into the election. Would have scammed everyone but for two ex-seals that stepped into the breach and screwed everything up for O and Hill.
As a side note, I still don’t believe O got the votes to win but control of the electronic voting machines saved the day. Or ruined the day, depending on your vantage point..

It must not be forgotten that Hillary Clinton and Barack Obama left, not four, but some fortyAmericans to die in Benghazi. It was only through the heroism of Tyrone Woods and Glen Doherty, acting in contradiction of direct orders to stand down and at the cost of their own lives, that most of those forty returned home alive. Again, let it be reiterated that Obama and Clinton were comfortable condemning forty Americans to ugly death at the hands of radical Muslims and to lie about it afterwards rather than admit to whatever was going on in Benghazi or to their own failures.
