I think you interpreted that incorrectly. I took that article as meaning people only need a 4th grade level of comprehension to understand what Trump is saying. Where as for Ben Carson, people would need to have a level of comprehension of those relative to an 8th grader. The higher the grade level needed to understand them, the harder it is to relay the message to the masses.
