It's inside the Pentagon/Beltway talk for the three features of America's nuclear arsenal. Bombers, ICBM’s and Submarines. It is a distribution of these three nuclear platforms that make up the Nuclear triad.
I am not certain how important any one of them is as opposed to the others. However, lots of hawks babble incessantly about the need to keep all three at top levels.

In an interview airing on MSNBC on Monday, Bush pushed Does Jeb realize that the only reason that MS-LSD is having him on is because they view him as a has-been who isn't going to win and that his only value is to slam Trump and Cruz?
