Where was Saddam getting the chemicals he used to make weapons ? From the USA and Western Europe. These are dual use chemicals in their individual ingredients. It is how they are mixed that makes them deadly. Bleach and Ammonia mixed together make mustard gas for example.
Since what we ‘think’ we knew then, and what we ‘think’ we know now are horses of two different colors, then as you say, argument over it seems pointless.

You are correct. It was the US and UK that blamed Assad. I thought the UN was involved in that as well.

The US tried to get the UN to blame Assad - hence the investigation by the UN. Obama thought the UN would serve as its mouthpiece and Putin would be silent like he was during Libya - but the opposite happened.
