I don't know the laws on this, but I always thought that these officials HAD to use government operated messaging systems for 2 main reasons:
1) Security
2) So they were subject to FOA requests
I would bet the bank that there is no way the state dept allowed some small IT contractor to setup a direct TLS connection to their email gateways so I seriously doubt any of the internal email was ever encrypted for transmission. She openly said in this interview that she had a single email address meaning ALL of her work related email traversed that server AND the public internet. So she is saying she never ever dealt with any sensitive information except through secure packets and paper, never electronically. I find this impossible to believe. The hole she has dug is now far to deep to crawl out of. I believe that's why we are seeing the I'm sorry, I made a mistake approach plan.
