More political correctness? Looks to me, from the picture, to be very clear he was black. By using the description, “dark-complexioned”, one might assume they were looking for a dark skinned Hispanic or person of middle eastern origin. This is the sort of ambiguity that could delay apprehension of a criminal, and put more of the public at risk if they came into contact with the criminal and were not on guard because of the inaccurate description.
