Why would they have to shackle a man who is in court to answer for misdemeanor charges? What rational is being used here?

What amazes me that these were all LIVE rounds. WOW! (What - is it 1968 again and they are rumored to only have dummy rounds?)

It's DC and it's a gun. There are a great many people in that town who have very good reasons to live in mortal fear of the people that are SUPPOSED to be representing.
Remember that only 11% of voters, nationwide, think Congress is doing the job they are being paid to do. These guys are flying home to their districts wearing phony mustaches, dyed hair and big sunglasses. The only people who are happy to see them are the ones who bribed them.
They've been bought to vote against everything they promised to do to get votes. People like Boehner and McConnell are flying to the Caymans to count the money in their offshore accounts and ask about extradition.
That poor Marine and his girlfriend are going to be crucified for not driving thru West Virginia and avoiding the whole District.
