Whether he vetoes or not, if the Congress doesn't appropriate money for it, the money doesn't go out ... correct?

Pass it anyway and make him veto it. Then pass a law restricting selling fetal body parts . Make him veto that. Then make him veto a law building a border fence. Make him veto common sense legislation every day. Make him look like the extremist he really is.
