According to the The Texas Tribune special prosicutors were appointed by Collin County officials after Collin County District Attorney stepped aside.

After he told the county clerks they didn’t have to give marriage licenses to homos, they’re going to take him down any way they can. It’s a good bet Abbott backs down, too. And when Abbott does, the game is over. They’ll have Abbott and Paxton both in their back pockets just like Justice Roberts.
They’re dragging the Perry thing on until his POTUS campaign gets going well. Count on it coming to a head along about the time of the major debates.

So it was those liberal Texas Rangers who conducted the investigation that led to the indictment lol.
The Public Integrity office set up by Democrats in the Democrat stronghold of Travis County has been removed from Travis County by the Legislature. Governor Abbott just signed the bill that removed it. See: Link

ALL high ranking officials in government know how to “play the game.” You are right...there is no pay. However “under the table” business is red hot and on fire. Most in higher governmental positions play the game and proving that they received actual compensation for playing the game is nearly impossible.
The higher they get in office, the more profitable the game is.
This didn’t happen while he was Attorney General. He has held that office less than a year.

It was state district judge Scott Becker. The Collin County prosecutor recused himself which bumped the case up to the district court judge who examines the merits of the complaint and if needed hires a prosecutor(s)
In spite of what you say, this is similar to what happened with Perry.
The complaint against Perry was filed with the Travis county prosecutor, who recused herself, bumped the case up to the district judge, who recused herself, bumped the case up to the appellate court judge Billy Ray Stubblefield(Perry appointee), who hired retired/visiting judge Bert Richardson to hear the case in the district court. Richardson hired McCrum as the prosecutor.
