Don't forget that inconvenient NEPA lawsuit brought against the USACE by Save Our Wetlands, Inc. (et al) back in 1976-77. In short, the Corps of Engineers designed a number of improvements intended to prevent a storm surge from entering Lake Pontchartrain, but the greenies sued to prevent speckled trout from being disenfranchised, or something.
The lefties frown upon mention of this, because blaming an environmental group for *anything* reflects poorly on our political system. After all, trout are people, too.
Would the USACE plans from '76 have prevented all the flooding? Probably not, but it might've reduced it by two-thirds or so. Some blame definitely belongs to the plaintiffs who killed that project.

Washington Nation of Islam leader Louis Farrakhan on Thursday claimed that explosives, not Hurricane Katrina, broke New Orleans' dikes and flooded poor African American neighborhoods.
"A member of the Army Corps of Engineers saw burn marks on the concrete," Farrakhan told reporters, describing an email he had received.
"They found two types of explosives used by the military," he said, without naming the source, adding that an eight-meter crater had been blown in the dike.

Odd. The part of the levy that was built and maintained by the Corps held up fine. The parts built by local Dim politicians’ brother in laws and other cronies could never have held up. I am not a big fan of some of what the ACoE does, but the levy failures was much more about bribes and skimming off funding than that.

I lay the fault at the feet of the politicians that handled the money set aside yearly for the maintenance and improvement of the levies all over New Orleans. There is more than enough literature and paper trail proving that the politicians (Democrat and Black) skimmed the money allocated for the levies for over forty years.
