I hate to point this out, but the NYC commuter tax was abolished in 1999.
NY state still taxes commuters from other states who work within New York State, but they usually get full credit on the income tax in their home state.

How about simply allowing taxpayers to deduct out-of-state income on the form. That would solve the problem for both state and counties in computing taxes. Easy-peasy.

I think I knew that. But my example still shows the difference between the issues with the NY/NYC tax and the Maryland tax.
