In the old days, the gangs knew that "taking out" a cop would mean that dozens of gang bangers would thereafter be killed "resisting arrest".

It's the only workable operating procedure.

If I was running things, I send a dozen Apache gunships in with orders to unleash their miniguns on the looters. I wonder how many people would ever loot again if the military left a few thousand dead bodies rotting in the streets?
