They will do it. At first it would be chosen units who are "reliable." They are being trained to it. Soldiers won't be sent into their own communities. The Soviets showed the way on this, sending Asian troops in to snuff out the sparks in Hungary and Czechoslovakia and, ultimately, yes, the soldiers would not fire on their own but that was only after the winds had changed overall and the troops had become infected with the new attitudes at the end of the Empire. But we are not part of a disintegrating totalitarian empire, we are in a domestically consolidating totalist system.

No need for anything other than Free Republic. We've hashed out the Civil War; thread after thread year end and year out. Over and over. You'll see the Federal über alles types are all over those War Between The States(WBTS) treads. So are the people that understand that the Constitution's main intent wasn't the Bill Of Rights but in creating a true Republic. A Republic where The many State(s) is/are equal to the Federal with a few exceptions detailed in the USC. Enjoy.
