Holder said he was "shocked" -- surprised was "not a strong enough word,"I agree with Holder on this one. This sounds very serious. What were the police doing Eric? Burning down stores? Looting? Throwing Molotov Cocktails? I mean if they were into kind of stuff they really ought to be prosecuted.

Congress does not have the authority.
Unless the President declares martial law, he does not have the authority.
The Governor MAY have the authority depending on how the state constitution is set up.
