(Who Can Stop Him?) Well, of course the other branches of the federal government but the feds are lousy at limiting themselves. SCOTUS has granted themselves and the feds unconstitutional and unlimited power. So most likely it is up to the STATES and the PEOPLE to stop him by rejecting Obama's unconstitutional and illegal acts.
When an act of Congress or the President or SCOTUS constitutes nullification of the Constitution, as this act of Obama certainly would be, the states and the people have EVERY CONSTITUTIONAL RIGHT to nullify the same unconstitutional federal act. It's time.

We need to win 2016 and with a conservative. Namely Ted Cruz and undo everything. People in Iowa, New Hampshire, South Carolina, Florida and the rest have to rise up and vote for a conservative to win the primary. No more in fighting. Man up and vote! Man up and get behind a guy and ride the wave to victory in November 2016. Or else lock and load and take over D.C.
