I think he is simply lying in everything he said. 0bama was with Panetta and Dempsey, in a pre-scheduled meeting in the WH, when the attack began and the first notice would have come in. By law the president would have had to be notified of that incoming message within 15 minutes. They same is undoubtedly true for the Sec Def.
That ISNS (Imminent Danger Notification System) message would have also automatically been sent to the CIA, State Dept. and every CentCom around the world. On a day when everyone had been on high alert due to the protests and attacks on embassies around the world. Excluding the embassy in Tripoli which ironically saw no protests whatsoever.
