Buddy hire maybe Normally I wouldn't try to connect this as a direct act of executive corruption, more likely low level hiring corruption. However, this picture of the Corruptor in Chief, with this convicted felon, makes you wonder.

HUD's workforce could be cut by 66% and the same amount of work would occur. Worked there as a contractor for 10 years and found the majority of the govt workers totally non-responsive to data calls, requests for info, etc. Typical day for most is coming in at 9, going for breakfast, checking email at 1030, going to lunch at 11, back at 130, deleting phone msgs and emails at 2, leaving at 4. One secretary disappeared for 6 months, no one knew what happened to her, then she shows up at her desk on a Monday and nothing happened. She was promoted 6 months later.
HUD, without a doubt, is the most dysfunctional govt agency I ever worked for.
