What if the monkey wants a sex change or wants to be wedded to a same-sex monkey? Since they don't have any money are they to be entitled to welfare?

As long as there are politicians that make us pay taxes to support them, they do not need to pay taxes. There responsibilities are to fornicate 24/7 and produce other apes to elect politicians that will continue to make people like us support them. If they commit a crime, they can be charged, however the authorities have been ordered to turn a blind to their acts. Along the line of "Boys will be boys, you know".

A court here in the US heard a similar case and ruled that the chimp in question is not a person.
However bad things get here, at least it's not as bad as Argentina!

The monkey did appear in front of the feckless judge, but due to the sometimes vicious nature of the species the handler had installed a protective screen around the animal’s mouth.
The judge was so enthralled by the creature that he was heard to exclaim, “Take that mask off him....I want to kiss him.”
With that all spectators cleared the courtroom as they knew their stomachs just could digest such a scene.
