The entire dept is 80% 'over'staffed...according to this article...so this alone shows they are STILL using the city's funds for corruption.
Detroit is not going to recover...the people there are far too self centered and each out for whatever he can scam...not just the governance....they're all on the take!..Just isn't going to change, ever....the population is over 80% blacks.
