How do you "manage" those who gleefully decapitate their captives and rush to disseminate the video? Make sure their knives are sharp? Try and restrict them to one decapitation a week? WTF!
Don't manage, don't degrade, don't push back. Eliminate.

Only a BBC tweet with a link to BBC Persian saying a pro IS satellite news in Iraq has claimed there have clashes between members of IS & Iranian revolurionary guard around Urmia. If true i think they’re entering iranian azarbaijan from Turkey.
