Even 1400 years ago and today ISIS is just following the message of their allah "...inspired the angels (with the message): "I am with you: give firmness to the Believers: I will instil terror into the hearts of the Unbelievers: smite ye above their necks and smite all their finger-tips off them." per Surat Al-'Anfāl (The Spoils of War) 8:12 (Yusuf Ali) 1)Who is the quoted "I" ? 2)Who is the "I" to first utter the word "terror" ?

That would be the first and last mistake many people
make. Islam doesn’t allow doubt.
