Plague is quite susceptible to treatment by modern antibiotics. If modern medicine is available, it just isn’t that deadly.
Same appears to be true, BTW, for anthrax, based on the 9/11 anthrax attack results for those treated quickly.
So, whoever wrote this is an idiot.
(They’d have to get the *correct* form of plague, they’d have to get it into the US, using a grenade to distribute it is silly, as soon as we found out what we were dealing with - we’d give antibiotics... and the drama is over.)
What such a plan *would* do is cause panic.
There are so many ways for a dedicated cell to actually cause harm that are way easier than this.
That’s my take.
Don’t get me wrong. Plague and other pathogens can be weaponized. There’s good evidence the US and esp. USSR weaponized vast amounts during the Cold War.
But for a bunch of, frankly, garage level scientific illiterates to do so, effectively?
As you say, there are much more effective ways for them to attack. 9/11, for example, was a brilliant use of simple resources. A few flying lessons, 20 tickets, and some boxcutters. 3000 dead, great financial losses for the Great Satan, and worldwide publicity for The Cause.
