Putting a black officer in charge is a sign of weakness. The problem is the animals don't respect AUTHORITY.
I had black soldiers who thought they needed to hear orders from black officers and NCOs. I put more than a few of them on the street.

-if I was a member of the "community" and I knew a moron like State Highway Patrol Capt. Ron Johnson was in charge with probable orders from above that, no matter what, no African American is to be harmed-I would go on the shopping spree of the century.

Government, and the authority that proceeds from it right on down to the local police, is a gift from God(unless it is abused). The option to no authority is anarchy,which is a terrifying state of lawlessness in which no one is safe.

The Korean store owners in Los Angeles had to protect their own stores in the riots there.
Many were on the roofs shooting down at looters.
Those riots were urged by Mayor Bradley. He should have been indicted and put into jail. Rep Waters was also in that same church with Bradley.
