I’m pretty sure it’s the U.S. Marshals. They’re the ‘enforcement arm’ for the courts. Not sure, since it’s part of DOJ, how they’d handle arresting Holder, tho. IIRC, Eric Holder has been held in contempt, maybe of Congress, but it’d still be up to the U.S. Marshals (as I understand it) to effect the arrest.
Contempt of congress, in this case, is a civil act, not a criminal act. No one is getting arrested and no one is going to jail.
