All it takes is money, but as to how much money, that is not known. Its good to know the process by which the border patrol deals with illegal Mexicans and illegal OTMs when they are apprehended in the border zone and also look at the history.

When an illegal Mexican is apprehended in the border zone, the border patrol gives him an option. He can immediately self deport and the majority chose this option and the Mexican govt readily accepts these illegal Mexicans. But if he says no to self deportation, then he will enter into the deportation system, which is costly to the US govt. But, as I said, most Mexican illegals self deport, so it doesn't the US govt much.

But OTMs are not given the option, they can't self deport because Mexico won't accept them because they are not Mexican citizens and Border patrol has to have pre-clearance before they can send them back to their country of origin.

So, Border Patrol has to send the OTMs into the deportation system but this becomes a problem because they overwhelm the system. They have to have detention facilities, courtrooms, judges, lawyers, officers. Because of budget constraints(not enough money), they can't hold them. Instead, the OTM is given an order to appear for his hearing(in the future), then released(catch and release). Obviously, if the illegal OTM is a an adult he has no intention showing up for that hearing and this order to appear he is holding becomes a get of jail card. If he gets apprehended a second time the order to appear exempts him from being held. Obviously this expires when he misses his hearing, but it gives him enough time to get to his destination and dis-appear into the underground.

Back in 2006/2007 this became a major issue and Bush/Congress had to come up with a big slug money to hold and deport these OTMs.

But then the problem of the illegal children came up and they couldn't be handled the same way so Congress passed legislation dealing with them. You can't put a child or a woman and child into the same facilities as the men. They have to be held separate and the child can't be held in any facility that looks like a prison or a jail. It is supposed to be more of a residential facility.

They had a big problem with this in Texas last year. There was a very old prison in south Texas that was no longer being used by the penal system so the Border Patrol leased it to hold the women and children and it must have been in bad shape because it didn't take long for a judge to find out about it and shut it down. But the media got hold of it plastered all these pictures of children with sad faces looking out between the bars of their cells. It was dirty, grimy and the paint was peeling off the walls. Most of the toilets were broken. Bad PR by the evil SOBs in the Border Patrol.

Now the system is overwhelmed and like in 2006/2007, its going to take money to fix it. These women and children have to be held and processed and those that do this will require at the least some re-imbursement. More money for the bureauracracy. These latin American countries will have to be leaned on and perhaps paid to accept these children promptly and dependably.

But, the GOP is not going to be willing to spend the money and they will be more interested in trying to exploit it as a political issue.

Whatever they do, it is just a patch and doesn't address the real problem

Good information thank you.

Recently republicans in the House have proposed or passed legislation to gut parts of the IRS budget. It seems they could target other law violating agencies, cut their budgets and then fund deportation facilities.

There can’t be more than a handful of countries where these people are coming from if they are OTM. Barring something extraordinary like and impeachment/conviction, conservatives will be waiting until 2016 for a conservative president to control the DOJ and the State Dept in order to permanently solve this problem at the border.

Any solution needs to go further and develop charges of treason on groups that advocate border violations, reconquista, etc.

Further again, the US government must levy charges of child abuse as poignantly described by Sarah Palin against those handful of countries that aided and abetted in this violation of American sovereignty and demand monetary restitution; example must be set.

Yet further, any islamic radicals caught at the border must not be allowed any access to the US Courts, rather they must be flown and processed immediately at Guantanamo Bay.

While waiting for a president that can execute these actions, the only tool Congress has short of unlikely impeachment is to target specific budget appropriations and redirect budget savings to the crisis at hand. Such budget actions will not be passed because of Reid and Obama, but there is a chance that the message would get out if republicans did not cave. The message regarding the IRS budget gutting has gotten out to a large extent. It’s possible a similar message regarding border budgeting could get out.

About 30% of the illegals are overstays. They came in on a temp visa and didn't leave when the visa expired. It could be a work visa, student visa, or tourist visa. A few years ago we had 50,000 illegal irish but I think many of them left when the economy collapsed.

Of the remaining 70%, about 55% are Mexicans, 20% are from other Latin America countries and then Canada-Europe for a few percent. They come from all over but predominately from the south. Evidently, China is the most uncooperative in authorizing returns of illegals
