Somewhere between being an ingot of metal and becoming a finished receiver ready for an upper, the object goes from being a lump to being 'the gun'. ATF has ruled that "more than 80% finished" is when that magical transformation occurs. What constitutes 80% finished is whatever ATF says it is.
Let's constructively knock down falsehoods as they are posted.
The facts are an 80% receiver needs the fire control pocket to be milled out and the trigger, hammer, and selector cross holes to be drilled.

ATF actually does some great work prosecuting habitual firearm offenders among thr gangbangers and drug trafficers....applying stiffer federal penalties with superior expertise in federal courts. What we read about are egregious exceptions to that rule. But it takes a firm administrative hand to restrain the quasi-indepent jurisdiction prone to such nonsensical, agenda-driven persecutions. We don’t have that now. In fact, these rogues are rewarded for their efforts....made a model for others to follow. Purges proceed as needed.
The rot starts at the top. One jurisdiction at a time. One judge at a time. One coven of media owners.... to cheer them on....at a time.
So, I don’t think anything is totally lost. There’s just a lot of nascent malignancy to be excised by a president who treasures liberty in his or her
heart....and uses authority to appoint righteous lieutenants...and a legislature amenable to doing the right thing. It can happen.

Actually, the only part of any firearm that is actually considered to be a gun is the part with the serial number. Everything else, including the barrel, is just machine parts.
