Actually, no. VA could force physicians to leave the state. VA could force physicians to let Medicare/Medicaid patients wait in line for hours on end before closing for the day. More than that, no. The petty dictators don’t have the power to dictate the actions of free men - not yet.

What if the docs try to quit or leave the state? Jail ‘em or chain ‘em in their offices and flog them each time they refuse to see a patient for nearly free?

Try to force doctors to operate at a loss and they will get out of the business or will relocate to a friendlier clime. The brighter kids are probably already less likely to choose Medicine as a major in school.
