NOT A STUPID QUESTION.
Obamacare was passed in March 2010. They had over three years to plan for the day in which people would start signing up for insurance. Is the Obama administration so incompetent that they were not up to the task of setting up these websites, testing, troubleshooting,etc. before the rollout???
YES, THEY ARE THAT INCOMPETENT.
Are government IT types so incompetent that they couldnt set up this system? Is the outside computer firm incompetent?
YES. THEY ARE THAT INCOMPETENT.
Does any of this give us all confidence that the government will be able to administer other parts of Obamacare successfully????

So who will be the first to stop it come December 30th when it is a failure..and no one has signed up...because they can´t...because they system is all screwed up...and January 1st is when it kicks in....I pity that poor sick person on new Years day that has “signed”up..but will not show up in any computer system..what will a doctor or hospital do...Cash I bet...this is going to be so expensive and so bad..higher costs..lower quality..more lawsuits...

But then they would have lost control, and wouldn't have been able to use the development budget as a slush fund to pay off their political cronies and supporters.
So, considering the amount of the total budget that likely found its way into actual software development, the site worked exactly as it should have been expected to.

Whilst listening to a panel discussion of the ACA on NPR this am, they planted some question-- ostensibly from a caller or emailer whom their audience never had the chance to verify existed-- that raised the ghostly apparition of Conservatives deliberately attacking the Obamascare website, thus fully accounting for the troubles with implementation.
When the guest-HC expert laughed at the conspiratorial fantasy, the hostess pounced on him bringing him to heel...ultimately he conceded it was a possibility, but in what must have been an honest slip said "absolutely not the only cause."
These people are getting desperate.
