It would seem that if they were announcing military action, it would either be Obama or Hagel. State Department would not normally be involved in announcing acts of war.
But with this group, who knows. My guess is this is another sternly worded warning.

Obama and company can NEVER begin a press conference on time. I ALMOST feel sorry for the jounolists...NOT. But still I can’t get over how late they are all the time. Why not give an accurate time? I know it takes time ensuring all the lies are accurate but come on. This thing was scheduled for 2pm...then 230pm...and now.......
