1) lack of knowledge, skills, and experience due to their own personal anti-success attitudes and their own personal decisions to avoid learning and developing what is necessary to gain the necessary qualifications
2) lack of a free market in labor with unions and minimum wage laws causing wages at the low end to be too high in relation to the demand for labor.

Blacks would probably have a lot better record on employment if we only gave public assistance to what we used to call "the deserving poor". Paying able bodied people not to work is very seductive to people who don't want to work in the first place.
Part of the litany of excuses that the ex-slaves, their descendants, and their left/liberal fellow travellers/enablers like to lay at the feet of white America as its allegedly unending, perpetual liability.

The only slavery is the Democrat Party Porch called WELFARE. Blacks are just too dumb to get that. As Rush says, you can’t defeat Santa Clause, meaning, there are some people stupid enough to sell out their future for cheap welfare in exchange for their vote.
Well, it’s true in many ways. Slavery was a Democrat institution, and certainly the Democrat party has consistently done everything it can to destroy black prosperity or progress since then. In a more literal sense, it’s true because the minimum wage — a form of slavery — increases unemployment for every demographic.
