Well, all I can say is that I was working for MB Associates at the time the FFA of 1968 was promulgated, and I personally ran a program to reduce the diameter of the Gyrojet Pistol rocket round from 13mm (0.510) to 12mm (0.496) so we could continue to offer these weapons for sale. In addition, because the law required rifling, I had to broach to inconsequential spiral grooves in the launch tubes. The rockets were spin stabilized by virtue of their canted nozzles and the “rifling” did not engage the round. So I don’t know how the rounds you mention didn’t get caught up in the “destructive device” classification. I’d like to know myself.
