You go to the lowest level agents and give them immunity from prosecution in exchange for their ratting out of their bosses. If they take the 5th after given immunity, throw them in jail forever.

Now that we know it definitely was NOT a "couple of rogue agents" who broke the law, does anyone recall anyone from the White Hut who tried to push the "rogue" story?
If so, we can say the WH lied. If it was Carney, he needs to prove that he wasn't instructed by Zero to say such things, as he speaks for the Prez.

This is an interesting example of misdirection. We are now all in a tizzy about who allocated the cases. Surely what we want to know as well is who ordered the harassment of the chosen few. They may be the same, or they may be a different person.

I would start by firing each and every employee of the Cincinnati operation. Sell the building to private industry to get it on the tax roles. I like to inject some irony whenever possible.
Every employee fired would be ineligible for unemployment insurance or any taxpayer funded job ever again. State, federal, or local.
Every IRS employee that wanted to continue working would need to expose his career to the tender mercies of the private sector without any letter of recommendation. Might as well be an ex-con looking for a job.
Then I’d start asking the same question again if anybody remembers who ordered the targeting. Prison is generally considered worse than mere unemployment.
