More than likely, yes. There are two levels of purchase card holder (micro, which is below $3,000, $2,500 or $2,000 depending what's being purchased), and macro, which is everything over $3,000, but those macro purchasers also have limits based on their levels of authority. Purchasing Agents are generally lower than Contracting Officers, and Contracting Officers are also tiered based upon need and training/experience. In most of the fraud cases I've seen, it's been the micro-purchasers who've committed it.
