Because you can always find another road (i.e. ISP) where you can go 200 mph.

For the first three days of the month, until you hit the "mileage cap". After that you have to drive at 12 mph.

I dunno. Seems to me that a lot of the rest of the world has access to secret underground reserves of bandwidth, while the US is perpetually running out of the stuff.

Maybe we could use some of those hundreds of bulk carriers rusting away at docks around the world to ship us some cheap bandwidth from Europe or Asia.
