Yes, they want to change from using the CPI-W index (which uses changes in prices of a fixed “basket of goods” bought by a subset of our population). They would replace it with a “chained CPI” approach which would take into consideration that consumers change the “make up” of what they buy as prices change at relatively different rates. So maybe now the “fixed basket of goods” includes buying steak 3 times a month. As the price of steak goes up, the CPI statisticians would assume that the consumer would replace the steaks with hamburger and factor/cost that in the basket instead of steak.
As time goes on and prices rise further, they would assume that the consumer would replace the higher cost hamburger on their shopping trips with lower priced Spam. And then later on they could replace the Spam with 3 cans of cat food. So, the “measured” cost of living would not go up nearly as much as it does under the current CPI-W method.
So, for you retirees out there....enjoy your cat food! And enjoy walking to the store instead of driving.

and how much is your federal pension again?...and how much is your SS pension?....

That is exactly the point. We can't continue to have such generous retirement and entitlement programs that provide people far more in benefits than what they contributed to the system. They need to be reformed. However, means testing them doesn't really solve the problem in the long term.
I have already received ten times more in benefit payments than I contributed during my 36 years in government. I am not an exception or an anomaly. We need to reduce government spending and one important element will be to reform pension systems for public employees at every level of government and to reform the entitlement programs that are bankrupting the country. There will be pain, but the politicians continue to kick the can down the road. It makes the problem worse and the solution much more painful.
I am not flaunting anything. I am providing facts. Do yoiu think my COLA should be less than the COLA provided to a retiree who gets half what I receive in pension benefits?
You seem to have a problem with me personally. I didn't set up the federal pension system or SS. I have no problem looking in the mirror. I put my life on the line for this country multiple times both in war and in other dangerous circumstances. I am not responsible for the terrible fiscal shape this country is in. I have been very active politically and in the Tea Party movement to restore fiscal sanity. My "cushy" situation was the product of hard work and service to this country.
What about LOWERING THE DEBT CEILING? That would give up front spending cuts a mandate. Then we could talk revenue.
Lowering the COLA on seasoned citizens is hilarious. There have been several years since Obaozo that seniors got no COLA. The years they have, were tiny and bascially nothing. The COLA was taken back by paying more for Medicare.
