Gad, even IBD has it wrong. Treaties are ratified by a two-thirds of Senators PRESENT, IOW as few as 34 with a minimum quorum. Treaties have been ratified with no record of a quorum at all.

We all wish. It just doesn't work that way. Take a harder look at that nasty comma in the supremacy clause.
It was always there. It restructures the construction of the entire clause from what one would otherwise rationally think. It sure as hell has been enforced that way.
